The purpose of this report is to recommend a methodology for collection of oceanographic and other data, and the monitoring of the local environment that will assist Gippsland Ports in a better understanding of the local environmental systems, thereby contributing towards  the optimum solution.

This monitoring needs to provide the means to measure both the baseline conditions existing at Lakes Entrance and the specific outcomes and performance parameters of the various trials proposed for the LESMP. Without this measurement, the trials cannot be systematically assessed for success or failure.
